In some cases I made reference to the terms of service last time I checked. However, I do not control the linked websites and users are advised to check the sites for full details regarding acceptable use.
Resources marked with an (*) are ones I use. The fact that I do not use a resource site is not a reflection of the site (there are numerous excellent ones I don't use), but because I prefer to use my own resources. If I linked to a site it means that I think it has excellent resources.
